The leader of Norway's Conservative Party (Høyre) wants to start testing four-year-olds, to ensure their proficiency in the Norwegian language

Erna Solberg, who's been fending off criticism for stricter immigration rules, told Norwegian Broadcasting (NRK) on Monday that she now wants to be sure that all children born in Norway learn to speak and understand Norwegian.

She's proposing mandatory language tests, to be conducted at local health stations, for four-year-olds. Those who show signs of trouble with Norwegian will then be sent for extra language training before they start school.

"I have a goal that by 2009, no child born in Norway shall start school without having been tested and showing that they can understand enough Norwegian to begin learning from the first day," Solberg told NRK.

Again, it would be a lot easier, and cheaper for Norwegian taxpayers, to just recognize the root cause of the problem, which is 3rd world immigrants, the lack of value to Norway of same, and demand a total cutoff. A quick look at the crime and welfare dependency statistics for Norwary would no doubt lend solid support to such a position. So why not give it a try? Especially if you're a 'conservative'.
