Police in Washington, DC, believe a woman who plowed through a crowd injuring dozens of people had been smoking crack cocaine all day long

At least 40 people were hurt when the car barreled through the crowded street festival at up to 70 miles an hour. The woman is scheduled to appear in court Monday on charges of aggravated assault.

A witness says it looked like Tonya Bell was laughing as she drove her car with flattened tires and broken windows into the crowd.

Officers threw their motor scooters under the station wagon to stop Bell.

A seven-year-old girl was in the car and has been taken by Child Protective Services.

Officials are still waiting on toxicology results.

Suspect Has Long Record of Addiction
