Criticism of Los Angeles sheriff grows over racial jail violence

Criticism of the Sheriff's Department mounted even as authorities announced that jailers have accelerated transfers of county inmates to state prisons in an effort to break a cycle of racial violence behind bars that has left two black prisoners dead.

County Supervisor Michael Antonovich, a longtime department supporter, called the violence “a breakdown in management.” He said Monday that the department, which runs the county jails, should have done more to protect black inmates, who have accounted for most of the victims in the attacks.

“The department knew violence was going to occur. They failed to separate inmates. They continue to have a hostile environment,” Antonovich said.

The outbreaks of fighting between Hispanic and black prisoners also triggered demands by activists for an FBI investigation, removal of black inmates from the lockup where the trouble began earlier this month with a riot, and better management of a huge jail system that houses more than 18,400 prisoners.

Isn't it true that separation was forbidden by a court ruling?
